Carlos Ramos was appointed State CIO of California by Governor Jerry Brown in June 2011. He led significant technological transformations in California's government, including launching the state's private cloud in 2014, creating a new project approval process, and establishing the state's first IT Project Management Office. With over two decades of experience in state agencies, Ramos was known for his project management expertise and had previously served in key roles such as Director of the Office of System Integration and senior technology executive for the Health and Human Services Agency. Under his leadership, California established itself as a leader in mobile computing, data analytics, cybersecurity, and cloud technologies.
